The family moved to Glasgow after he was born. He heard a violin being played in the tenement and so took up the instrument.
In the 1911 census as Joseph Leslie aged 7, born in Blackpool, Lancashire, and living with his parents (William Clemishaw and Annie Elizabeth), two brothers (Alec Dancan and Donald Stuart) and sister (Phyllis Margaret) in nine rooms at 51 Warbreck Drive, Bispham, Blackpool, Lancashire.
He went to Blackpool Grammer School.

On a copy of the entry of marriage number 36 in 1934 in the Flyde Joseph Foster Leslie married Grace Stubbs at the Whitegate Drive Baptist Church on 28 April 1934. He was aged 30 a bachelor living at 116 Bispham Road, Blackpool and was employed as an insurance inspector, and his father was William Clemishaw Leslie, a jeweller. His brother, Donald Stuart Leslie, was a witness.
From newspaper advertisement for his wedding: Grace Stubbs daughter of Mr and Mrs G Stubbs, 37 Mere Road and Joseph F Leslie of Mr and Mrs W C Leslie Bermersyde, Bispham Road. He was a member of the Dramatic Society of Old Boys, Students Association Chairman, Old Boys Luncheon Club Chairman, Blackpool Music Feastival Steward, Librarian to the North Lancashire Insurance Institute, a member of the Blackpool Sketching Club, Blackpool Chess Club, Courtney Players Dramatic Society and Anonymous Players. The best man was Donald S Leslie and the Groomsman R A Keiller.
Bought (had built by James Chadwick company) Little Croft (now number 18), Poulton Old Road, Carleton for £686-19-4d where he lived all his married life, using W&A Blackhurst of 22 Edward Street, Blackpool as solicitors.
Passed the ACII (Advanced Diploma in Insurance), was employed by Pearl Insurance and managed the Blackpool branch of Commercial Union.

He was chairman of the board of governors of the Blackpool Boys Grammer School and there is a photograph of him in 1951 on the Meliora website. He was also a governor of the Covent School and also a Justice of the Peace.
He was a painter, mainly landscape water colour, but also oil portraits, and also did some engraving. Had a string quartet, but a different one to his wife's.
He was the informant of his father's death on 25 March 1945, and was living at 18 Poulton Old Road Blackpool at the time.
