In the 1851 census as Frederick Baker aged 3 months, born in Elstead, Surrey, a child at nurse, and living with his grandparents? (Henry French aged 46, born in Pilford (sic - Tilford), Surrey and an agricultural labourer), his wife (Mary French aged 40, and born in Elstead), their two sons (Albert N aged 1 and Walter aged 11 both born in Pilford), and two daughters (Emma aged 5 and Malston aged 8 also born in Pilford) at Charles Hill, Farnham, Surrey. I do not think the relationship is grandson on the original - it is illegible. Also I believe the surname to be Novell from the births of the children in Farnham District (Tilford was part of Waverley) and his wife to be Mary May of Elstead married on 15 November 1829. They did have a son Frederick Novell christened in Elstead on 14 February 1830, but he was buried on 3 May 1830 aged 13 weeks in Elstead, and none of the other children could be Frederick's father.
Christening of Frederic Richard Baker in the IGI on 26 October 1851 in Elstead, Surrey, but no parents. Thus it is a guess that Hannah is his mother, but the following census entry gives Thomas and Sarah as his grandparents (confirmed by Betty Baker).
In the 1861 census as Fredrick Baker aged 10, born in Elsted, Surrey, and living with his grandparents (Thomas and Sarah Baker), brother (George), uncle (Edward), aunt (Fanny), and a visitor (William Chandler aged 17, born in Bedfordshire, single and a journeyman potter in earthenware) in Frensham, Surrey.
In the 1871 census as Fredrick Baker aged 20, born in Ilstead, Surrey, employed as an assistant baker, and living with William Baker (his uncle), William's wife (Elizabeth), son (William), daughter (Elizabeth F), another assistant (George Smith aged 18, Ashampstead, Berkshire, single and a grocer) and a general servant (Esther Bizzell aged 23, born in Aldworth, Berkshire, and single) at 28 Albion Street, St Giles, Reading.

In the 1891 census as Frederick Baker aged 40, born in Clotead (sic - in the index, Elstead on the original), Surrey, a crust? moulder and living with his wife (Mary), four sons (Authur E, Francis J, Frederick C and Sidney J), two daughters (Edith E and Mary A), and sister-in-law (Clara Francis aged 24, born in Henley, Oxfordshire, single, and a fruiter's assistant) at 3 Crown Street, St Giles, Reading, Berkshire.
In the 1901 census as Frederick Baker aged 50, born in Elstead, Surrey, a biscuit mixer and bread maker, and living with his wife (Mary), four sons (Arthur E, Francis J, Frederick C and Sydney J) and two daughters (Alice and Edith E) at 12 Upper Crown Street, Reading St Giles, Berkshire.

The following entry from Bakers of Headley states Frederick was the son of Thomas rather than Hannah. While possible it does not explain why he was away from home so soon after his birth and why there are no parents for his christening. I suspect he has been confused with Thomas's son Frederick born 1856.
Note another Frederick Baker was born in Thursley and christened in Frensham in 1852.
Frederick Richard Baker was my half second cousin twice removed.
