I assume from the fact that William's father was Henry on his registration of birth and Benjamin on his marriage certificate and in the census, that Henry was a son of Benjamin and William was brought up by his grandparents.
In the 1841 census as Henry Belton aged 15, born in Norfolk, employed as a FS, and living with Elizabeth Belton (sister?), Sarah Anderson (aged 25, born in Norfolk and employed as a FS), and John Read (aged 45, born in Norfolk and employed as a steward) at Broomthorpe, East Rudham, Norfolk. There are only two properties listed in the district the other one being occupied by Ann Read (aged 30) and several children with the surname Read. The district description states that Broomsthorpe is a chapelry in a detached part of the Docking Union District in the hundred of Gallow.
