Frank Morley, who died aged 91 on November 25, began serving the borough in the late ‘50s after being elected as a “ratepayer” councillor on Hornchurch Council. The Second World War veteran was involved in forming the borough of Havering where he represented Upminster until 1974. The council later asked him to return as an alderman. He further dedicated himself to the people of Havering by volunteering for social services, serving for 26 years as trustee of Havering Old People’s Welfare Association and working with the Upminster Windmill Preservation Trust. “Havering Borough Council formed as a London borough in 1965. My dad was there when that happened,” said his son, John Morley, 60, of Portsmouth. “He was effectively one of the grandfathers of Havering,” He added: “He spent most of his waking hours doing things for other people. It is only now I‘m sitting in the evenings, trying to write a eulogy, I realise how much he has done.” Cllr Ron Ower, of Upminster Ward Residents’ Association, said: “He was actually the last working alderman on the council. They were abolished in 1978. “During his time on the council he took a very active interest in social services where he chaired the Social Services Committee. He was also active in a number of local campaigns.” From school, Mr Morley worked in a grain merchants and like many of his colleagues in 1939 was enlisted to work in the ministry of food. He joined the RAF, spending four years in North Africa and Italy, making captured airfields operational and guiding in the safe landing of bombers following air raids. Father Kevin Skippon, of St Laurence Church, Upminster, who will lead Mr Morley’s funeral, said: “He was a very generous person, a likeable person. He was a very well involved Christian in the church community and the wider community.” The funeral will take place on December 11 at 11am at St Laurence Church.
