Her brother George was born in Poplar in 1883 so I assume the family moved after the census.
In the 1891 census as Ellen Cope aged 10, born in Bromley, Middlesex, and living with her parents (William J and Fanny), two brothers (George and William T), and sister (Fanny) in four rooms at 58 Plevna Steet, Poplar, London. Another family was living at the same address.
In the 1901 census as Ellen Cope aged 20, born in London, single, a general servant working at home and living with her parents (William J and Fanny), two brothers (George and William T) and three sisters (Fanny M, Flossie, and Rose M) at 58 Plevna Steet, Poplar, London.
