"Page 274 Baptisms solemnized in the Parish of St Luke Marylebone in the County of Middlesex in the Year 1887 [...] 1887 Oct 16th No. 2189 Victor Harold [parents] William Charles, [a] Gardener, and Annie Elizabeth Bayly [of] 1 Queen's Terrace May 22nd/87". His two brothers Ernest Arthur and Albert Willoughby were baptised in the previous two entries.

His father died in Marylebone just before the 1891 census.

In the 1891 census as Harold V Bayley aged 3, born in Marylebone, London, and living with his widowed mother Annie E, three brothers (Albert W, Ernest A and Charles H) and two sisters (Florence J and Ruth E) in two rooms at 1 Queens Terrace, St Mary, St Marylebone, London (some surnames spelt Bayly others Bayley.

His mother married John Cooper in Shoreditch in 1896.

In the 1901 census as Victor H Cooper aged 13, born in Marylebone, Middlesex, and living with his (step)father (John), mother (Annie E), brother (Ernest A), and sister (Ruth H), all with surname Cooper, at 87 Oakfield Road, Walthamstow, Essex.

There are two entries in Ancestry British Army WWI Service Records, 1914-1920 for Harold Victor Bayly and Harold Vicotr Bayly, both partly illegible. He was aged 29 years 7 months, 5 ft 6 in tall, weight 129 lbs, chest 35.5+3.5 in, and employed as a stationery salesman. His next of kin was his wife Ethel Kathleen Belton, a spinster married on 12 May 1913 in Leyton, Essex, and he had two children Ruth Annie Bayly born on 30 October 1913 and Ethel May Bayly born on 9 November 1916, both in Portsmouth, and the family address was 4 St Albans Road, Southsea. He enlisted on 11 December 1915 at Portsmouth as 123753 in the Royal Regiment of Artillery, and served in France. He was a gunner and a signaller having passed as Very Good in Signalling Telephony on 20 May 1917 and Wireless Telephony at RE Wireless Depot Worcester on 17 July 1917. He was discharged on 28 February 1919.
