There are two possible entries in FreeBMD for his birth in Reading - January-March 1868 (2c 357) and July-September 1868 (2c 358), but not January-March 1870 (2c 384)
In the 1871 census as William Baker aged 2, born in Reading, Berkshire, and living with his parents (William and Elizabeth), sister (Elizabeth F), two assistants (Frederick Baker aged 20, born in Ilstead (sic - in the index, Elstead on the original), Surrey, single and a baker and George Smith aged 18, Ashampstead, Berkshire, single and a grocer) and a general servant (Esther Bizzell aged 23, born in Aldworth, Berkshire, and single) at 28 Albion Street, St Giles, Reading.
His father died in 1873.
In the 1881 census as William Baker aged 12, born in Reading, and living with his widowed mother (Elizabeth), sister (Elizabeth F), and two boarders (Arthur Francis aged 12 in the index, 18 on the original, born in Woburn, Buckinghamshire, single and employed as a Solicitors general clerk, and Emily S. Edwards aged 23, born in Bath, Somerset, single and employed as an elementary teacher) at 42 Blenheim Rd, St Giles, Reading.
I cannot find any later information. I have ruled out the birth in January-March 1870 because that William Baker born 28 December 1869 went to sea and on his First Mate Certificate in 1891 it states he was living with his parents in Wednesbury.
William Baker was my half second cousin twice removed.
