On the Commonwealth War Graves Commission site there is an entry with same information stating his name is on Panels 11 - 13 and 14 at Ypres (Menin Gate) Memorial. This is dedicated to the Missing so there is no known grave.
Greta Turner in Shottermill: Its Farms, Families and Mills Part 2 page 359 states that the name V Luff is on the War Memorial by St. Stephens.
Thomas Victor Luff was my half third cousin.
