There is an extracted christening in the IGI on 7th May 1865 for Arthur James Fullick to Henry Fullick and Martha, but this date is incompatible with the census entries. Was there another child with the same name who died before 1870?
FreeBMD has an entry for the birth of Arthur Fullick (no James) in April-June 1870 in the Farnham District which ties up with the census ages.
In the 1871 census aged 1, born in Frensham, Surrey and living with his parents, six brothers, and two sisters at the Furze Hills, Churt (as this is the third entry in the Churt census starting from Pond Cottage, I think it must be Copse or Coppice Cottage where my father lived after 1906).
In the 1881 census (spelt Fullock) aged 11, born in Headley, employed as a farm worker, and living in Churt with his parents, three brothers and three sisters. (I assume this was at the same address).
In the 1891 census aged 20, born in Frensham, single, employed as an agricultural labourer and living with his parents, three brothers, two sisters and niece at Simmond Stone, Headley. I assume this was at Field House (Fallowfield), Bacon Lane.
In the 1901 census aged 33, born in Headley, unmarried, employed as a carter on farm, and living with his mother and two unmarried brothers at Rooks Cottage, Churt Road, Headley.
I am his grandnephew and third cousin twice removed.
